Opening speech of the Deputy Prime Minister and Minister of Foreign Affairs Pham Binh Minh at the seminar "ASEAN Community Action and flavor of Vietnam"

Dated 12.11.2015, the Ministry of Foreign Affairs organized a seminar "ASEAN Community and the action program in Vietnam" workshop attracted more than 150 representatives of ministries, departments, associations, government organizations socio-political, business, professional associations, a number of localities in the country, experts and research scientists of the ASEAN Community and the participation of Vietnam in ASEAN. Deputy Prime Minister and Minister of Foreign Affairs Pham Binh Minh has opened the workshop and spoke steering.

Below is the full text of remarks by Deputy Prime Minister and Minister of Foreign Affairs Pham Binh Minh.

Ladies and Gentlemen,

First of all, I would like to warmly welcome all of you to attend the seminar "ASEAN Community Action Program of Vietnam".

Ladies and Gentlemen,

3 weeks ago, the ASEAN leaders adopted the Declaration on ASEAN Community Formation Day 31/12/2015 and through the ASEAN Community Vision 2025, intended to lead ASEAN in 10 years.

ASEAN Community by birth a new development milestone of ASEAN, expressed awareness and common interest of ASEAN countries on the need to improve links to take advantage of the opportunities and resolve the challenges. Orientation overarching vision of an ASEAN Community in 2025 and the implementation of the Master Plan Vision on 3 pillars that reinforce and elevate the ASEAN integration in the next 10 years.

Basically, linking ASEAN in the next 10 years will stick 6 major orientations are:
(I) To improve the effectiveness and substance of ASEAN Integration and the ASEAN cooperation with partners;
(Ii) To promote and strengthen elements of the operating rules of ASEAN;
(Iii) Promoting the participation of the people and bring tangible benefits for citizens;
(Iv) Improving the resilience of ASEAN in coping and dealing with challenges and unexpected changes;
(V) Focus on sustainability factors associated with Agenda 2030 of the United Nations; and
(Vi) Strengthening the central role of ASEAN in the region, and enhancing the contributions and ASEAN's global position.

The process of implementation of the ASEAN Vision 2025 and the next Master Plan will certainly be affected by many factors.

From the outside, fluctuations of the world non-stop and pose for the ASEAN region requires sensitive to the opportunities and new challenges, and have the flexibility to make adjustments in time for orientation and strategy .

From the intrinsic, ASEAN has faced difficulties due to differences between national interests, the limitations on resources and the effectiveness of the organizational structure.

Ladies and Gentlemen,

Our country, as well as other ASEAN countries, the process of community building the future will bring more opportunities.

Political and security, we have a chance to consolidate peace environment, the ASEAN friendship shared and deeper mounting security interests together.

Economically, we have the opportunity to expand the market of goods and services, attract foreign investment, accelerate the process of finalizing economic institutions, positioning the country in the optimal position in the food chain manufacturing and distribution in the region and globally.

Culture, society, we have the opportunity to implement higher standards of social culture, the criteria on human rights protection, sharing and enriching cultural identities, ethnic society Vietnam.

Realize the opportunities that will contribute practically to the objectives of socio-economic development and environmental maintain peace and stability of the country, which will form a huge impact to the process improve the position of our country in the international arena.

However, due to the level of development of our country in many ways is still far from the ASEAN countries, especially the countries in the ASEAN-4 group, the process of implementing the ASEAN Vision 2025 and the implementation of the Master Plan Vision look on all three pillars put us before great challenges than other countries, especially in economics.

Compared with other ASEAN countries, especially ASEAN-6, most of our businesses and small in scale, technological backwardness. Our business people have not had much experience in competing in international business.

ASEAN community time starting in effect at the end of 2015, our enterprises will face greater competition from goods and services imported from ASEAN, the ASEAN investment .

Ladies and Gentlemen,

When ASEAN began to implement the Roadmap for an ASEAN Community (2009-2015), we have time to build "scheme on orientations and measures for Vietnam to join ASEAN cooperation in 2015" and Program Administration Government interventions to deploy.

In the international integration strategy in which we are submitted to the Prime Minister for approval, the same oriented ASEAN Community building and implementation of plans to deploy Vision are high priorities.

However, compared to many ASEAN countries, we have been slow both cognitive and specific action. According to a recent survey of some scholars in the country and the ASEAN Secretariat, the ASEAN Community awareness, opportunities and challenges from the formation of the ASEAN Community by businessmen, students and residents of the country It is generally low, especially compared with Singapore, Thailand and Malaysia.

Only a few days that we will live in the ASEAN Community. Time does not wait for us.

Seminar today in the presence of representatives of ministries and departments directly involved in the process of building the general orientation of the ASEAN Community, Vision 2025 and Vision deployment plan; the presence of the authorities, associations and other organizations and associations, we will hear from representatives of the Ministry of Foreign Affairs, Ministry of Industry and Trade and the Ministry of Labour, Invalids and Social Affairs reported the main contents of each community, Vision in each sector and plan for implementing Vision 2025.

Next, do not talk a lot about the opportunities and challenges of the ASEAN Community became, but focus group discussions on the following issues:

First, the specific orientation to raise the awareness of officials and public servants, organizations and the entire people of the ASEAN Community; on the opportunities and challenges for organizations and individual citizens;

Second, the construction-oriented action plans of ministries, sectors, organizations and associations in each of the pillars, each Community and each deployment plan of the ASEAN Vision.

Third, the orientation conduct preparatory work necessary to implement immediate and after having completed the specific action programs.

Within the framework of a workshop, we can not solve everything. I urge you, the spirit of candor, responsibility, seminar today will give us a general awareness of the program of action; and you will better visualize what they have to do.

Ministry of Foreign Affairs, as the national coordinating body for ASEAN cooperation, will preside and coordinate with relevant ministries and agencies, construction scheme on orientations and measures for Vietnam to join ASEAN in 2025 to have the best preparation, extraction efficiency opportunities, overcome challenges when participating in ASEAN cooperation in the near future.
